The Building Services Authority (BSA) is a statutory authority chartered with regulating the Queensland building and construction industry. One of the objectives of the BSA is to ensure the maintenance of proper standards in the industry.
Contractors performing work are required to hold an appropriate BSA licence to do so. Building work, as defined by the QBSA Act 1991, includes the installation of 'shade sails'. Shade sail systems include, but are not limited to the following:
- Construction, installation, maintenance or repair of shade structures;
- Construction, installation, maintenance or repair of metal brackets & cables for the sails;
- Construction, installation, maintenance or repair of structural members for the structures; &
- Concrete work for footings for the structures.
In March 2006, BSA introduced a new licence class specifically for this kind of work. The licence is "Builder Restricted to Special Structures (Shade Sails)". Companies that do not hold this licence are not qualified to carry out this type of work.
